DEVELOPMENT SERVICES (presenter: Bob Paulsen) ORDINANCE ENACTING A SUPPLEMENTAL BUDGET AND APPROPRIATION TO THE 2025 CITY OF LOVELAND BUDGET FOR A LOCAL PLANNING CAPACITY GRANT IN ASSOCIATION WITH THE COLORADO STATE AFFORDABLE HOUSING FUND A motion to approve on first reading, Ordinance No. 6791 enacting a supplemental budget and appropriation to the 2025 City of Loveland Budget for a Local Planning Capacity Grant in association with the Colorado State Affordable Housing Fund The purpose of this proposed Ordinance is to authorize a supplemental budget appropriation of $160,000 in reimbursement grant funds to support implementation of State-wide Proposition 123 requirements. The City has been awarded a $160,000 grant from Colorado Department of Local Affairs (DOLA) , which will be used to hire a consultant to evaluate the Unified Development Code (UDC) and recommend future steps to streamline the development review process and advance Loveland’s affordable housing goals through amendments to the UDC. The local match of $40,000 has already been appropriated. There is no impact on unassigned General Fund (GF) balance due to the requested funds being offset by state grant revenue.
